Ms. Elisea “Bebet” Gozun is currently the Project Director of the City Development Strategies of the League of Cities of the Philippines. Formerly, she was the Secretary of the Department of Environment and Natural Resources or DENR (1990). In 1986, she was once the special assistant to the Minister of Agriculture and Food, Mr. Ramon V. Mitra. She has done major consultancy work for the Housing and Urban Development Coordinating Council, World Bank-Urban Environmental Management (Environment and Social Services Sector, East Asia), United Nations Center for Human Settlements, US Agency for International Development, and the Cavite-Laguna Urban Development and Environmental Management Project. She also held positions in organizations such as the Partnership for Clean Air (Chair), Concerned Citizens Against Pollution (President), Earth Day Network in the Philippines (Executive Director), Solid Waste Management Association of the Philippines (Treasurer) and in the Clean Washington Center (Philippine Representative), among many others.

In the business sector, Ms. Gozun was once the Director of Saracat Ecology Park Corporation (1999) and Aquagem Consultants Inc. (2000). Moreover she was the Executive Director of Philippine Chamber of Mango Exporters from 1984-1985 and of the Federation of Cattle Raisers Associations of the Philippines from 1982-1986. Prior to that, she was the manager of their family-owned sugar plantation, chicken broiler and milkfish pen.

Ms. Gozun is an AB graduate of the Southwestern University in Cebu City and of the University of the Philippines with a degree in BS Social Work. She is a candidate for thesis in MS Environmental Management at the Philippine Women’s University, Manila.
